I'm focussing on two things
1)Fun - I like smart cars and I like beetles why not combine the two
2)Emissions - While 1200CC beetles are quite competitive in terms of fuel economy their CO, NOx and VOC ratings are not so pretty.
As for the smart cars, I'm pretty sure they're already showing up in the wreckers. There was one written off after an acident on the pat bay a couple weeks ago...

Well......Maybe I'm wrong and you will be able to find a used motor. I've actually fantasised in the past about putting an TD Vw engine in a baja bug. If lowering emissions is your goal, why not go all the way and build a small biodiesel processer in you basement. It's very easy and you end up with a very low pollution car.
